Siman 270, se'if 1

(a) Is it the minhag to say a Torah supplement (i.e. the Mishnah chapter of "Bameh Madlikin" ["With what does one light?" - the second perek of Shabbos]) at the Shabbos evening prayer service? [Request "Halacha Sources" discussion]

The Shulchan Aruch writes (put simply): Yes.

(b) What is the correct time within the Shabbos evening prayer service for the Torah supplement (i.e. the Mishnah chapter of "Bameh Madlikin")? [Request "Halacha Sources" discussion]

The Shulchan Aruch writes (put simply): Before the Ma'ariv service, as the Sefardim do.

Siman 270, se'if 2

Is a Shabbos falling around the time of a festival (or Chanukah) reason to omit the Torah supplement (i.e. the Mishnah chapter of "Bameh Madlikin") from the evening prayer service? [Request "Halacha Sources" discussion]

The Shulchan Aruch writes (put simply): Some do not say it when a festival falls on Friday, and some do not say it on the Shabbos which falls during Chanukah.

The Rema writes (put simply): On Chanukah, this is not the minhag. On Chol HaMo'ed [however], it is not said, and the same is true of when a festival falls on Shabbos.
